THE PRODUCTIVE SECTOR OF NUEVO LEÓN REJECTS ANY TAX INCREASE DUE TO ITS IMPACT ON EMPLOYMENT, FORMALITY AND COMPETITIVENESS OF THE STATE.

Monterrey, Nuevo León, December 4, 2025.- The business chambers and organizations of the productive sector of Nuevo León firmly and unanimously reject any increase or creation of new taxes in the Fiscal Package 2026, given the serious impact that these measures would have on employment, labor formality and competitiveness of the state.
Nuevo Leon's productive sector is going through one of the most challenging times in recent years. Factors such as international tariffs, economic slowdown, input inflation, aggressive global competition, regulatory uncertainty and increased operating costs have severely strained the ability of companies to grow, invest and maintain jobs. In this adverse context, proposing tax increases is not only inappropriate, but contrary to the public interest.

Increasing taxes would immediately affect the ability of businesses to generate and sustain jobs.
- Formal job creation in Nuevo León is already showing a slowdown of 50% compared to previous years.
- A new tax would raise labor costs, directly affecting small and medium-size companies, restaurants, hotels, stores and family businesses.
- Recent studies show that 94.2% of SMEs anticipate operational disruptions, and almost half would have to increase prices, stop investments or reduce hiring.
At this time, new tax burdens mean fewer jobs, more informality, less investment and less capacity for growth. Formal employment is the main source of social mobility and well-being for Nuevo Leon families.
Any measure that inhibits job creation has a direct impact on family stability, purchasing power, access to health, housing and decent retirement, and the quality of life of the entire community. In addition, job creation is one of the most effective ways to reduce insecurity.
Civil society considers it essential that, before discussing new taxes, the State Government demonstrates efficiency and transparency in the use of current resources. Citizens expect every peso to be translated into better services, infrastructure and quality of life. Therefore, we ask for clear commitments: verifiable transparency, better administration and reduction of non-priority expenses.
We call on the State Congress to conduct the discussion of the Fiscal Package 2026 with responsibility towards the citizens and the future of Nuevo León. We firmly reject any tax increase, especially the payroll tax, due to the direct impact it would have on employment, formality and competitiveness in the state. We ask the deputies to protect the capacity for investment and the generation of job opportunities, and not to approve measures that place Nuevo León at a disadvantage compared to other states.
We also request that the budget prioritize quality public services, infrastructure with a long-term vision and projects that strengthen social and economic development.
We ask the State Government for efficiency in the collection of existing taxes and absolute transparency in the use and destination of public resources.

From the business sector, we reiterate our commitment to continue investing, innovating and generating decent jobs in an environment of security, legal certainty and competitiveness. Protecting employment, investment and formality is not only a business position: it is a commitment to families and to the integral development of Nuevo León.
