The Congress of Nuevo Leon approved the 2019 Revenue package sent by the state government, which contemplates an increase in vehicle fees such as renewal or replacement of driver's license, refrendo, replacement and exchange of license plates, among others.

The decision to increase vehicle fees has caused an outcry from various social sectors, who reject the increases to the refrendo, arguing that, with this, the state is trying to compensate for the income it lost due to the elimination of the tenencia. However, the government has defended its decision by mentioning that they are not replacing the tenure, since the increase in the refrendo and other vehicle taxes is not enough to replace such tax.

In addition, he argues that the debate is on what and how this budget will be spent and the increase in spending (in security, education, health, among others) that doubles the increase in vehicle fees.
